As of 1 January 2023, the approach to training for dangerous goods regulations in air transport has transitioned to a competency-based training and assessment (CBTA) model, in line with ICAO/IATA requirements. This global shift focuses on the specific competency requirements for each job function to ensure the safe transport of dangerous goods by air, with each state’s competent authority defining these standards.
In South Africa, the South African Civil Aviation Authority (SACAA) oversees civil aviation safety and compliance, implementing the 19 annexes of the International Civil Aviation Convention. SACAA has established specific CBTA assessment requirements for clearly defined job functions. Additionally, companies may identify role-specific criteria to address unique operational needs.
CBTA assessments must be conducted by SACAA-approved organisations, which require separate approval beyond the traditional ATO accreditation. These assessments are performed one-on-one, preferably in the employee’s work environment, and should ideally take place approximately one month after completing the theoretical training (or within three months, as per SACAA guidelines). Upon successful completion, the student is issued a competency card valid for two years, signifying their proficiency in handling dangerous goods.
